In order to legally sell cosmetics in Canada, a Cosmetic Notification Form (CNF) must be submitted to Health Canada at the latest, 10 days after the first sale of the cosmetic in Canada. Such notifications are subject to scrutiny should the label be non-compliant, but technically cosmetics are not licensed in a pre-market fashion.
A Cosmetic Notification Forms (CNF) must be filed with Health Canada for a cosmetic product within 10 days after the first sale of the cosmetic. The electronic form is submitted via the online notification system, where information pertaining to the cosmetic ingredients, purpose, composition, and ingredient concentrations are detailed. At this time there are no government fees associated with the submission of a CNF.
