Labelling requirements such as required languages, permitted claims, ingredient naming, and ingredient list format vary widely from country to country, and the same cosmetic product will require different labels for sale in different countries. Health Canada, for example, requires that all cosmetics be labeled in both English and French, and the ingredient list provided in INCI (International Nomenclature of Cosmetic Ingredients) format. Label claims and formatting in Canada must be in compliance with Advertising Standards Canada guidelines and Health Canada’s Cosmetic Regulations. In the USA, cosmetic product labelling is guided by the Fair Packaging and Labeling Act (FP&L Act), and labels in European Union (EU) countries must comply with the restrictions outlined in the European Union Cosmetics Directive, Regulation (EC) No 1223/2009, along with additional country-specific rules and language requirements.
